For lease: I-75? It's in the works

(AP) -- One of the many ideas under consideration as a way to help the state save money without raising taxes is a vague plan floated by Gov. Charlie Crist to lease some Florida toll highways to private vendors.

Among the roads that could be leased are the Alligator Alley stretch of Interstate 75 across the Everglades, the Sunshine Skyway Bridge across Tampa Bay and others.

Crist envisions the possibility of a long-term lease that would allow private companies to run the toll plazas and do the maintenance on the highways. The companies would then be allowed to raise tolls, although there would be a limit.

Records of discussions on the issue cited in a story Saturday in the Orlando Sentinel show that Alligator Alley between Naples and Fort Lauderdale would probably be among the most likely candidates for such a lease. The state has estimated it could raise between $504 million and $1.3 billion by leasing it to private investors.

Crist has said repeatedly that it could be a good deal for the state.

''I'm just trying to be innovative and not raise taxes,'' the governor said. Article.

But in all those scenarios, the tolls would likely go up. The estimates envision companies providing more revenue to the state if they are allowed to raise tolls more. For example, if the state wants the maximum $1.3 billion return on the Skyway lease, it would have to allow a vendor to raise the toll from the current 75 cents to $5.

Lady Bird Johnson, our former first lady, and Actress Helen Hayes founded an organization in 1982 to protect and preserve North America's native plants and natural landscapes. First as the National Wildflower Research Center and later as the Lady Bird Johnson Wildflower Center, this special place exists to introduce people to the beauty and diversity of wildflowers and other native plants. Every day, the Wildflower Center brings life to Mrs. Johnson's vision in its public gardens, its woodlands and sweeping meadows as well as in internationally influential research. In 2006, the Center became an Organized Research Unit of the University of Texas at Austin.

Decades ago, Mrs. Johnson recognized that our country was losing its natural landscapes and its natural beauty. As much as 30 percent of the world’s native flora is at risk of extinction. The Wildflower Center was intended to help preserve and restore that beauty and the biological richness of North America. Since then, the Center has become one of the country’s most credible research institutions and effective advocates for native plants.

The Center’s gardens display the native plants of the Central Texas Hill Country while the Plant Conservation Program protects the ecological heritage of Texas by conserving its rare and endangered flora. The Native Plant Information Network is a database of more than 7,200 native species available online.

The Land Restoration Program uses the science of healing and renewing damaged and even destroyed ecological systems to restore balance to the landscape. The Center’s education programs for children and adults teach people about their natural surroundings and how to grow native plants in their own backyards.

Immediate Action Alert: Flood the White House

Hours after a federal appeals court ruled that I. "Scooter" Lewis Libby would to have to begin serving his prison sentence while appealing his conviction for crimes of perjury, obstruction of justice and lying to investigators, President Bush commuted his sentence.

Last week Vice President Cheney asserted that he was beyond the reach of the law. Today, President Bush demonstrated the lengths he would go to, ensuring that even aides to Dick Cheney are beyond the judgment of the law.

It is time for the American people to be heard.

I call for all Americans to flood the White House with phone calls tomorrow expressing their outrage over this blatant disregard for the rule of law.
